This bit of information suggests two things: the game is in a somewhat playable state, and it may be playable on the PlayStation 4. However, just because information suggests it is in a playable state, this does not mean a release will occur soon.
The source at Sony stated that Cyberpunk 2077 is not a 2018 game and could still take another year or two to finally finish. While the wait, which is currently about five years in length, seems lofty, gamers can expect a fully polished game that is not greedy like other major titles.
